What a turnkey construction scope should explain

A single coordinated delivery can simplify communication, as long as the responsibilities and boundaries are clear from the start.

“Turnkey” can describe different arrangements. Before comparing proposals, ask what the team will coordinate, what the client will supply and which decisions remain with the owner. The written scope should make that boundary understandable.

List the included work

Identify whether the proposal covers design, technical drawings, approvals support, procurement, civil execution, services, finishes, external work and handover. For each item, note the deliverable and how it will be reviewed. Mark exclusions and owner-provided items in the same document.

Describe how decisions affect time and cost

Agree how material selections, drawing revisions and additional work are proposed and approved. A change record should describe the requested work and show any known cost or programme effect before authorization. Clarify how allowances and site-dependent items are handled.

Set a communication rhythm

Define the project contacts, update frequency, issue escalation route and record format. Agree which drawings are current and where site questions are tracked. The client should know when a decision is needed and what happens if information is pending.

Plan the closeout early

Ask what the handover includes: walkthrough, defect list, operating guidance, product and finish records, service information and any applicable certificates or warranties. The responsible professionals should explain which documents apply to the project.

A coordinated delivery model is most useful when accountability is visible. Read the scope line by line with the team and resolve assumptions before the agreement is finalized.
